Init timeout Verify your Serial/COM Port...

I am newer, using an Open BCI board v3 with the ADS1299 chip and am having problems where power it

The port is being recognized as COM5 and the dongle has a steady blue light when I plug it into computer. I have the dongle set to gpio6 as normal.  I run the OpenBCI_GUI in Processing and then the program opens, and I can click COM5 from the serial ports menu and then when I click "Start System" it tries to initialize communication with BCI Board and then it gives me

"Init timeout Verify your Serial/COM Port Power DOWN/UP your OpenBCI & USB Dongle Then retry Initialization"

My PC OS is windows 8, 
the board is 32bit

the step like this:
1.plugin dongle
2. run OpenBCI_GUI
3. switch  to pc to power board
4. Start System 

the led on board blink always not 3 times

If anyone could help me out it would be much appreciated! Thank you!

    There is a search box in the right column,


    The 32 bit mainboard LED comes on solid at power up. It does not blink 3 times. The blinking on powerup was for the older 8 bit board.

    Use a terminal emulation program or the Arduino console GUI to send a question mark '?' to the COM port. It should respond from the mainboard with some startup information. Check that you are using the correct COM port by opening your Device Manager control panel. There may be other COM ports besides OpenBCI. The dongle LEDs will flash briefly as data is transmitted / received.
