I believe the component you mention is part of the RF antenna that the RFduino (RFD22301) uses. It would require substantial 'force' to rip that off of the board surface. If the board and component otherwise look intact, you should be able to solder it back on. It is a SMD (surface mount device) component that is just soldered at the end points with small dots of solder.
If the dongle cannot be repaired, there are replacements on the Shop page.
