Can the ADS1299IPAG processor be replaced by ADS130E08IPAG, and is the firmware library still applicable?

No, the ADS130E08 is totally different than the ADS1299 used in Cyton. The ADS1299 is specifically designed for EEG or other biosensing applications. The ADS130E08 is designed for power engineering metering applications. Did you try comparing the two data sheets? Totally different ADCs.
