I'm frankly suggesting you should try the clean install. SOMETHING in your OS is responding to the Cyton dongle in a way that rejects it. Most likely a misbehaving usb serial port driver or Virtual COM port extension. Look in Device Manager if you see any other VCP related stuff.

If you've installed some type of VM Virtual Machine software in the past, it may be doing wonky things with virtual com ports.

For me it just says uninstall device, it doesn't mention the driver.

Okay I might try the clean install tomorrow, you mean like reinstalling windows 10 right?

Don't reinstall using any 'Recovery' option on your hidden disk partition. Instead create a Windows Installation Media usb drive (thumb drive). And then boot from that and install Windows 10 to your internal laptop drive. Write down your license information from your current Windows 10 settings page. You may need to reenter that. Another location for license info is on the bottom of your laptop on a printed tag.

re: 'uninstall device' vs 'uninstall driver'. Actually the uninstall device should do both COM port and driver. But then something may be reinstalling your problematic device / driver. I'm stumped frankly.

Finally, most clean installs from the Microsoft Windows Installation Media usb drive, after installation is complete, will pull in any other ASUS specific drivers it needs from the internet. But its possible you may also need to visit ASUS website afterwards if there is something missing that Microsoft did not find online.

OBVIOUSLY save all your important user files on an external drive (not the Installation Media), BEFORE the clean install.

I realized if I re-installed windows it would take me a long time to redownload all my necessary software and programs, so I have just borrowed another computer and it works fine on that computer. Thanks for all of your help!
