OpenBCI GUI zip not running

Okay, I'm probably making a stupid mistake, but for some reason when I download, extract, and then double-click the OpenBCI_GUI.exe, absolutely nothing happens. I tried this on two different Windows 7 computers, one 32-bit and one 64-bit, with the corresponding 32 or 64 bit version of OpenBCI. Is it possible that I need a specific version of Java or something? I would appreciate some help troubleshooting. Here's what I did:

1. Downloaded the OpenBCI GUI software from the downloads page. This downloaded the compressed file "application.windows64.zip". On the downloads page, it says the file was last updated December 3, 2014.

2. I right-clicked and choose "Extract All...", which extracts a folder called application.windows64 and a second one called "_MACOSX" with its own application.windows64 subfolder. I assume there's just something a little sloppy going on with the MACOSX folder, and I'm ignoring it.

3. Inside the application.windows64 folder sits the OpenBCI_GUI.exe along with some subfolders. I double-click that file. On my computer with the 64-bit version, I get a "publisher could not be verified" warning. I click Run, and a don't see anything happen after that. The same nothing happens on my 32-bit computer, but without the verification warning message.

On both of my computers, if I run the Task Manager while starting the software, I transiently see a process start and then disappear. The process is javaw.exe. So I guess java is starting, but it quits within a second, and I never see an error message or anything else on my screen.
