voltage jumps on the LM2664M6 DC-DC converter (VR1)

Hello.
I ordered the board, all the elements needed, soldered according to the scheme. Turning on does not work, turned off, rang no short circuit. Began to measure voltage, on all stabilizers and converters normal voltage, without jumps. But on the LM2664M6 is jumping. Shows -3.1v (or any other but not exactly -2.5v) and if you hold the dipstick it starts to fall 3.05 ... 3.03 ... 2.99, etc. If you touch everything from the beginning, not 3.05, but any other will fall. All that after, on this line, I unsoldered or disconnected, the situation has not changed. I changed the converters to new ones, with no result.

Tell me what could be the problem?

    It's all about poor soldering and not working the voltage regulator
