With a budget of $250, what is the best EEG device that I can buy? I'm looking for something that is multi-channel, has active electrodes, and has a lot of open source compatibility. Ive look at the mindwave/mindflex and the reviews were terrible. What else is out there?

Olimex has their OpenEEG system for 99 Euros, and active electrodes at 9 Euros each.

The OpenBCI Ganglion board will be available by next summer.

The Ganglion board is perfect for me and I have a 3D printer, but my project is due August 2016. Is there anyway for me to receive it at least early June? The information on kickstarter tells me that there's still a lot to do. Is there anyway you can get me a current model for $200ish as a University Student at a non for profit.

If two channels is enough for you, the OpenEEG seems like it may be a fit. You also asked about active electrodes, and it has that covered as well, direct plug in support for them.
