Try using a usb extension cord to get the dongle closer to the Cyton mainboard. Also note if you have many OTHER Bluetooth or Wifi units in the area. If they are very active, it could impact packet transmission. It is possible to change the Cyton radio channel, see the docs.

It sounds likely you have some issue with your channel 12 wires or electrode. You can verify this by temporarily swapping with another channel.
