Cyton board with ADS1298 and another microcontroller

Hello!
I want to build an EEG signal acquisition system using the cyton board design.
1. Can I use ADS1298 instead of ADS1299? If yes, what pin could I use for reference (on ADS1299 it's SRB2 (PIN 18))?
2. Instead of PIC32MX250F128B I want to use PIC32MX174F256B-I / SO. Can it also be programmed with PICkit 3?

I am a beginner and I want to take step by step to realize my project, but when I get stuck and do not find solutions to a certain problem after many attempts I stay there, or move on to the next step even though I did not solve the previous one, which is not good at all.
