Perhaps what you are getting at, is a new electrode type that would be an addition to the current dry passive silver chloride cones and cups. Yes, 'active' electrodes can do this. See this related post on the Community section,
It seems likely that the OpenBCI shop will be offering some type of active electrode assembly in the future. Possibly using soft conductive rubber combs, that may be more comfortable than the current hard plastic (silver chloride plated) type.
