App that connects ganglion directly to mobile (android) ?

I need to know actually where to start creating mobile application that connects ganglion open bci board directly to mobile using bluetooth and does required job (e.g classifying different frequencies). 
I know there are certain limitation such as ganglion uses BLE and has 19 and 18 bit compression that may be little bit tricker to use with standard bluetooth devices, but i only need to work with single channel and will have to set baud rate to 9600 as well but i am confused. Lets say i start building a mobile application that based on received data does some desired task but how will i connect this application to board directly instead of connection to laptop. What are necessary libraries that i need to add to my application to make it detect and connect with board, not talking about commands present at open bci site. 
which application building platform should i use, Android studio or python based? which is more suitable? 
My desired project is to build an application that bypasses the use of laptop for open BCI GUI and does all job on cell phone.
I never built any application before and i am very newbie to bci. I read necessary details on BCI forums and site but i need extensive guide to get done with my project.
Please provide as much as detail you can.
