Ganglion Negative Number Data Format

Can someone explain how the negative number format works for the Ganglion BLE data? In the documents it says the following:

0b001111100011100011 - or -198429 in decimal. The MSB is 0, yet this is a negative number because of the 1 in the LSB

I don't understand how to conversion is made from 0b001111100011100011 to -198429

Shouldn't this just be 63715 and then negated so that it is -63715?
